Job Summary
:
Reporting to the Engineering Manager, you will be responsible of managing the delivery of wet Utilities with main responsibilities of leading and coordinating the design of water-related infrastructure systems, including potable water, wastewater, stormwater drainage, chilled water and irrigation networks.
This role ensures that all designs meet technical standards, regulatory requirements, and project objectives while integrating seamlessly with other disciplines.
You will lead and be accountable for the performance of the customer’s appointed Design Consultants in the delivery of the infrastructure design in accordance with budgetary, schedule and quality requirements.
Additionally, you will establish and maintain the Engineering Programme Management plans and procedures, ensure compliance with the Customer’s project governance requirements, ensure that the technical design deliverables comply with the Customer’s requirements, stakeholders’ requirements, local and international building code requirements and deputise for the Engineering Manager , when required, as the primary PMC representative on utilities technical matters to the Customer.
You will coordinate and collaborate with the Delivery Directors and other Project Engineering teams.
Major Responsibilities:
Lead the design development of wet utility systems across multiple projects.
Ensuring alignment with strategic goals and international standards.Coordinate with civil, structural, environmental, and MEP teams to ensure integrated design solutions within the framework of Bechtel / Client requirements.Ensure compliance with local codes, international standards (e.g., ASCE, AWWA, ISO), and client requirements.Manage design consultants and sub-contractors, ensuring timely and quality submissions.Support permitting processes and liaise with relevant authorities for approvals.Conduct technical reviews and value engineering assessments in consultation with client appointed design consultants.Monitor design risks and implement mitigation strategies Provide technical support during construction and respond to RFIs related to wet utilities.Ensure compliance with the Customer’s project governance procedures & requirements.
Establish and maintain robust engineering progress and performance measurement processes & reports.
Review major changes or deviations in project scope, project material quantities, budget or schedule, and assists particularly with defining the change, obtaining accurate estimates of the hours involved, and notifying trends in accordance with Project Change Control procedures. Education and Experience Requirements:
Requires bachelor's or master's degree in Mechanical, Civil Engineering with overall 15 - 20 years of experience and 8-10 years of relevant experience in big infrastructure project.
Required Knowledge and Skills:
Strong varied experience in creating, developing and leading teams.
Strong organizational, communication, and interpersonal relationship skills at varying levels of the organization.
Ability to work effectively under pressure with changing priorities and deadlines Demonstrated ability to effectively influence outcomes and escalate issues appropriately.
Must be a self-starter and highly motivated to succeed.

Previous, related, working experience in the middle east is highly preferred.
Previous experience and expert knowledge of KSA labor laws and working practices and requirements is highly preferred.
Desirable: understanding of airline industry and international regulatory codes, standards and design criteria relating to airport design.
Possesses working knowledge and production ability with computer-aided drafting software, such as AutoCAD and Revit.
Possesses a working knowledge of BIM processes, including experience designing projects in BIM platforms, particularly Revit and Navisworks.
