**Job Description:**
We are seeking a highly capable **Senior Utilities Manager** to support the technical delivery of a high-profile development program encompassing complex facility relocation and new construction.
The role is central to ensuring engineering integrity, design compliance, and technical coordination across all phases of the project lifecycle.
The Senior Utilities Manager will lead multidisciplinary coordination, manage interfaces between various technical packages, and ensure alignment with project standards, authority requirements, and stakeholder expectations.
This includes overseeing the work of design consultants and supporting construction integration to ensure all technical risks are identified and resolved proactively.
**What You'll Be Doing**
+ Act as the technical expert throughout design, procurement, and delivery phases.
+ Provide oversight of all technical disciplines, ensuring effective integration across infrastructure, architecture, Wet & Dry utilities include MEP, ICT, security, … etc.
and sustainability scopes.
+ Ensure engineering solutions are technically sound, constructible, and compliant with applicable regulations and authority approvals.
+ Completes a variety of assignments such as reviewing the design submissions include drawings, reports, specifications, Bill of Quantities, and other materials suitable for procurement and construction purposes.
+ Review and coordinate construction documents, and technical reports.
+ Interface with design consultants, contractors, and internal teams to manage the resolution of technical issues and ensure timely deliverables.
+ Lead technical design reviews and value engineering workshops to improve cost efficiency and technical performance.
+ Support the development of procurement packages by defining technical scopes and aligning specifications.
+ Collaborate with the construction management team to ensure proper interpretation and implementation of technical requirements on-site.
+ Ensure that technical risks are clearly identified, tracked, and mitigated throughout the project lifecycle.
+ Monitor adherence to client requirements, project goals, and quality benchmarks.
+ Maintain current awareness of international and regional codes, standards, and technical best practices.
+ Performs other responsibilities associated with this position as may be appropriate.
**What Required Skills You'll Bring**
+ Bachelor’s degree in engineering or related field (from Europe or North America).
+ Chartered Engineer status required.
+ Minimum 15 years of relevant technical/engineering experience, including delivery of complex, multi-disciplinary projects.
+ Proven experience managing design development/construction for major infrastructure programs in the Middle East.
+ Experience coordinating with stakeholders, contractors, and authority bodies is essential.
+ Demonstrated ability to lead technical coordination and resolve engineering challenges across design and construction.
+ Has previous experience in design and managing the design for both of dry and wet utilities include but not limited to dry utilities (ITS, ICT, Street lighting, tunnel lighting, fire alarm system, ventilation system, … etc.) and wet utilities (stormwater drainage, potable water network, irrigation network, district cooling, fire-fighting system, … etc.), and leading the development of fire-life safety studies, and flood and mitigation studies.
+ Proven experience in using the AutoCAD and the utilities software’s with enough experience to complete the design drawings and design reports.

+ Arabic speaker is preferrtrong leadership in technical management and coordination of multidisciplinary teams.
+ Expertise in reviewing designs, managing design interfaces, and resolving technical conflicts.
+ Excellent written and verbal communication, capable of translating complex technical matters into clear guidance.
+ Proven ability to operate in a fast-paced, multi-stakeholder environment under tight deadlines.
+ Skilled in technical documentation, reporting, and quality assurance processes.
